Livio graduated in law from the State University of Milan with honors in 2007. He obtained his PhD in administrative law in 2017, dealing with public to public partnership.
Lawyer since 2009, recognized specialist in administrative law according to DM 163/2020 and allowed to advocacy before the Supreme Court of Cassazione since 2022, with experience in the real estate sector gained in a boutique firm specializing in urban planning, construction, development and real estate management in the residential and logistics sectors, including public contracts and inherent litigation before the administrative and civil court. He has also practiced in the fields of pharmaceuticals, public procurement and mobile telephony infrastructure.
He was visiting researcher at the University of Nottingham (2016) and Maastricht (2019), and has been panelist at international conferences (2016, 2017, 2019).
He joined emlex in September 2023.
